Mac FireWire hell

I have a strange problem. The short description:

I have two identical hard drives which have been placed in two identical FW enclosures. On the Mac, I can see (i.e., "mount") one drive or the other, but never both at the same time.

The long description:

I have two 250 gig WD IDE HDs placed in two cheap, horrible, awful FW enclosures purchased from newegg. Either will work individually, but never both at the same time. I have tried:

-a G5 and a G4
-every available port
-daisy chaining and plugging each directly into the Mac's port
-jumpers set to "cable select" and "single"
-Panther, Jaguar, and OS 9.2.2
-both hot plugging and shutting down, starting the drives up, and starting back up

System Profiler will never show both HDs. On the Mac, sometimes it will lock up at "checking disks" (whatever the wording is) in X if I try to start up with both drives attached. If I shut one drive off, it will continue to boot normally.

My understanding is that the "single" jumper selection should work fine. Any idea what the heck is going on?
