The maverick applause given after the intended-as-cautionary-line "Some parts of the PATRIOT act will soon expire," made possible by the INSANE pauses Bush takes after every line and his bizarre desire to have people clap after every other thing he says.

I can't stand to watch the guy speak. I can't stand his mannerisms, the smirking, the smugness, and the cadence you described.

His sentences always break down like this:

sweeping statement
<INSANE pause, smile/smirk, look at notes, look in other direction>
conjunction + secondary sweeping statement

Here's a made up example, which might be a real example:

"America has faced tough times"
<pause>
"...but American are tough in the face of adversity."

Usually the secondary statement is so predictable that you can guess it with some degree of accuracy during the pause.

It's like watching one of those animatronic puppets at Chuck E. Cheese.

I liked the really bored kid they cut to while he was talking about No Child Left Behind.
