Yes, and Bush's full quote is: "You know, I hear people say, Well, civil war this, civil war that. The Iraqi people decided against civil war when they went to the ballot box."
Much like the American people decided against civil war when they went to the ballot box in 1860.

Is there a internationally accepted standard as to what constitutes a civil war? Because it seems to me as though it has been one for a long time now, even if the mainstream media is too cowardly to admit it.
